In 2013, the Bexar County, Texas birth rate declined to 40.1 births per 1,000 females ages 15 to 19, totaling to 2,590 births for the year. Since 2010, the teen birth rate has dropped by 21 percent, but is still 51 percent higher than the national rate of 26.6.

The anti-choice laws in question limit legal access by imposing medically unnecessary architectural requirements on the facilities that are so costly that the facilities would be forced to close.
